Benzethonium chloride is an artificial quaternary ammonium compound that has been identified to have surfactant, antiseptic, and anti-infective attributes. This odorless white solid has very good water solubility, making it an ingredient of general application in industries. In cosmetics and personal care products, benzethonium chloride serves as an antimicrobial active in topical uses and as a preservative for cosmetics like soaps, mouthwashes, anti-itch creams, and antibacterial wet towelettes. Its effectiveness in destroying a wide range of microorganisms, such as bacteria, fungi, and viruses, is responsible for its broad application in formulations for product safety and shelf-life extension. The preservative action of the compound is controlled by the U.S.

Food and Drug Administration (FDA), which defines safe and effective levels of use in first aid products. Aside from personal hygiene, benzethonium chloride also has uses in the food business as a hard surface disinfectant, being part of hygienic and safety measures for food processing operations. Its antimicrobial activity is utilized to promote cleanliness and to avoid contamination of different surfaces. The chemical is also used within healthcare environments, where it is an active component in first aid antiseptics for minor cuts, scrapes, and injuries, creating a barrier to infections. Regulatory control is significant when benzethonium chloride is used. The FDA has also performed testing to find out if the chemical is safe and effective to use in consumer antiseptic products.

During September 2016, the FDA made a final rule regarding the safety and effectiveness of consumer antiseptic wash products, determining that some active ingredients could no longer be marketed because there was not enough data available showing that they are safe and effective. The FDA, however, delayed rule making on benzethonium chloride to enable the development and submission of more data to show their safety and effectiveness. This delay allows consumer antibacterial washes that include benzethonium chloride to continue to be marketed as additional research is being done. Worldwide, health agencies have placed requirements on the application of benzethonium chloride in cosmetic and personal care items. Health Canada, for example, allows it in leave-on products up to a concentration of 0.2% and in rinse-off products up to 0.3%, limiting its applications in use with mucous membranes. Likewise, the European Union’s Cosmetics Directive permits benzethonium chloride as a preservative at a maximum of 0.1% in rinse-off and leave-on products, excluding oral care products.
